As I recall, what Rayleigh did to Camie's collar was entirely off-panel. A close up with their faces and a "Gu-sha" sound effect, then his arm in a flinging motion and an explosion off to the side.

Learning a technique that's already been explained is completely different from randomly stumbling upon a new ability after doing seemingly unrelated training.

It seems simple to me. Luffy needs to stop Big Mom's attacks to protect Hyo, which would typically be done with Armament. Regular Armament won't cut it against Big Mom, so he'll need to take it far enough to progress to the next level.
