Woop Slap is the name of the mayor from Luffy's hometown, who we saw in the first chapter (and during episode 4 in the anime). He was the only member of the town to express discontent at Luffy's being a pirate, which actually seems to be more of banging one's head against an impenetrable wall. He may know more about Luffy's past than he lets on to anyone, but heck if we'll see him for a while.
Woop Slap's Past
Ten years ago or at some period before then Woop Slap was made Mayor of Fusha Village, and though he seems young in his first appearance he eventually grows grey hair and a beard. Maybe he isn't so young after all?
