Smoker is a Marine Captain who presides over the Loguetown base, the exact place of Gold Roger's life and death. He's cited as a Marine Headquarters Captain but, actually, he's much stronger and his rank would reflect that if he wasn't constantly snubbing his superiors. Lines like "Tell them to eat shit" in regards to the World Government have made him stand out among some fans.
His jacket is emblazoned with the Kanji for "Justice" on the back and he carries several cigars all across it, living up to the name Smoker (he smokes two at once!). He has a very strong sense of personal justice and will defy anyone, from most wanted criminals to his own higher-ups, to see it fulfilled in his own eyes. Smoker ate the Moku Moku Fruit, a Logia, which gives him overwhelming superiority over almost any foe.
He is currently on the Grand Line searching for Luffy, the only pirate to have ever escaped his clutches.

It appears from his speeches at Loguetown that Smoker witnessed or had access to knowledge of Gold Roger's execution.
