Helmeppo, who bears a distinctive hairdo and a cleft chin, is the son of the formerly "great" Captain Morgan of the Marines, and a spoiled rotten brat for his appearances. His name is derived from "Helm(et)" and "meppo" which means [insert meaning here; I blanked].
He was a major part in the first story arc of the series' first volume, being that he was the son of the antagonist; and, he was eventually defeated with a single punch. Helmeppo was a real S.O.B. to the Shelltown people, forcing them to beg and plead just because his father was "great" and exerting control over the Marines when he wasn't one himself.
However, Helmeppo did make up for his deeds somewhat later on by joining the Marines (forcibly at first, but then fostering friendship with Coby) and confronting and escaping from his father. He is currently training with Coby at the Marine HQ.

So you want to know HOW spoiled Helmeppo was as Morgan's son? We don't know anything canon, but going by the animated cover story he was every bit as pompous as his father.
