"God" Enel is an extremely powerful villan who serves as central antagonist in the Skypiea Arc. He is a native to Blica, one of the less prominent floating isle civilizations in the Millennium Cumulonibus, though Blica was well known for breeding fierce warriors and for its Jet Dial industry. At least six years before the Straw Hat Pirate's arrival in Skypiea, Enel discovered and consumed the "Goro Goro Fruit", a Logia-class Devil Fruit which granted him full manipulation of electricity and electric current, matching (but not exceeding) two hundred million volts [1]. Consumed with megalomania, Enel incinerated his homeland and set his eyes on Angel Island and Upper Yard. A few capable survivors of Bilka's destruction, Satori, Aum, Gedatsu, and Shura[2] were recruited by Enel as "priests", effectively his right-hand men and most trusted devotees.
Upon arriving in Upper Yard, Enel forcibly ousted the regime of Gun Fall, the previous God, and established a new de facto administration for all constituent islands formerly under Fall's command. With no need for protection, Enel recommissoned his new personal guard the "God's Militia" to menial labor building "Maxim", an airship capable of reaching the mystic "Vearth", a totem spirit worshipped by all Skypieans who was widely believed to be living on the moon that gazes over the night sky. Maxim was to be constructed from the gold artifacts and ingots of the ancient Shandorian Civilization, whose ruins were discovered by Enel shortly after his coming.
Although infamous for his insanity, Enel is best characterised by his volative temper, narcissm, apathy and gross hubris. The title of "God" in Skypiea is only a denotion of a monarch, though Enel has come to accept himself as a diety incarnate. He frequently emulates a spoiled child; everything is treated as his property, and is disposable at a whim; his subjects are treated as such, and are frequently killed as "Divine Punishment" for disobeying his dogma. In this same vein, Enel has the naiveness of a child; since the aquisition of his Devil Fruit powers, he has forgotten sensations like fear and pain. When confronted with these feelings, he reacts badly and makes critical errors, which interfere with the proper applications of his power.
In contrast to Sir Crocodile, Enel has no need to master his Devil Fruit abilities; he is able to generate an unlimited supply of electric current from his body through various mediums, with a varying degree of power from zero to two hundred million volts. Offensively, Eneru is able to channel this electricty into various projectiles, which typically descend on opponents from the sky and assume the form of various mythical beasts. Enel has total control of the electricity in his body; as with all logias, his body becomes his affiliated elemental force when struck, but Eneru has the added ability of internal circulation of his power. After he had been "killed" by Wiper, Enel was able to resynchronize the electrical impulses from his brain and restart his heart.
Enel also employs "mantra", a rare form of sensitive hearing that allows him to eavesdrop on events from great distances. Although typically restricted to only a few gifted individuals, normal Skypieans can be trained to use a limited form of "mantra"; with concentraion, users are able to exercise the ability in combat, for mantra percieves the sounds of muscle contraction, allowing anticipation movement. Although there is a limit to how far away sounds must be to be interpreted by mantra, Eneru is able to expand this ability by electrically charging the air around his ear, increasing the amplitude of sound waves.
In melee combat, Enel favours a blunt gold alloy quarterstaff, though various barbs may be formed by channeling electricity through the stave's handle. Although he has a muscular apperance, any physical capabilities he may have once had have waned from his reliance on the "Goro Goro Fruit"; he has further lost his intuition, and is almost helpess at avoiding attacks which cirumnavigate or bypass prediction by mantra.
[1] The maximum amount of electricity generated by Enel is actually less than the amount produced by a normal real-world bolt of lightning.
