Two hundred of the best soldiers onboard the Buster Call. These brave men, called the "best and brightest" of the Marine Corps, initiated combat against the Straw-Hat Pirates and then-ally Franky on the Bridge of Hesitation.

There were those Empowered by Devil's Fruits among them, as well. Two of note are shown:

One officer who Franky strikes, only to see him bounce away in a flurry of spheres
The officer who, grabbing the sword Yubashiri, dissolved its fine edge

By the end of the melee all or most had been beaten, and it was while the fight dragged on that Merry arrived.
