Short Summary
When Usopp goes shopping for new goggles, he meets a girl who ends up buying them before can. As he tries to get them back, he meets the girl's father, a famous sharpshooting bounty hunter named Daddy the Father. Usopp accepts a challenge from Daddy to a duel, but escapes in a cowardly way. Daddy tells Usopp about the time he met Yasopp, so Usopp, inspired, challenges Daddy again, taking aim at a sign in the distance. Usopp hits his target and his given the goggles from the girl, Carol, as a gift.
In-Depth Summary
The episode opens with Smoker leaning back at his desk as a man wearing a brown cape with a bushy moustache and a hat walks in. He tosses down some men he caught and gets Smoker to sign the form so he can collect the bounty of one million berries. Smoker wonders why the man, named Daddy Masterson, goes after small-time thugs when he used to be a Marine elite, but Daddy realizes he can't die because his daughter Carol will be left alone. As Daddy left, Smoker explains that Daddy was once his equal, and that they both handled security for the Marine Headquarters, but Daddy decided to go after small-time criminals instead. Elsewhere, Luffy meets up with Zoro, noting how cool Zoro's new sword is, when they see Daddy surrounded by criminals. Daddy takes them all down easily with his guns, and Zoro recognizes him as Daddy the Father. Meanwhile, Usopp walks through town with a large backpack on his back containing everything he bought. He then remembers he needs goggles since he is a sharpshooter, so he heads to the nearest store. He finds the perfect pair, a type that goes over the top of his head and has different adjustments and such, so he goes to buy them. However, he doesn't have any money on him, and as he goes to get some, a little girl with blond hair in a green dress named Carol walks in and buys the goggles instead.
Usopp gets mad at Carol, demanding the goggles since he claimed them first, but Carol calls him an ossan (man in his 30's or 40's) and leaves. Usopp goes after her, trying to teach her respect, and he claims that he is Captain Usopp who defeated the mermen pirates and has a bounty of 30 million berries. Carol then walks past him and goes to Daddy, her father, giving him the goggles as a birthday present. Carol tells him about what Usopp did and about his bounty, so Daddy goes through his wanted posters and sees Luffy's poster. Usopp explains it was a lie, but Daddy spots the back of Usopp's head in the picture so he learns that Luffy is Usopp's captain. Daddy offers to pay off Usopp for the goggles, but Usopp wants the goggles themselves, as they are one of a kind. Daddy then offers a duel, where the winner will claim the goggles, so Usopp accepts. Daddy tosses him a gun and pulls back his cape, revealing that he has 30 guns, and Usopp recognizes him as the famous Daddy the Father. The two line up at the edge of town, gathering a crowd, among which is Nami. Usopp and Daddy stand back to back as Carol counts off the paces for them.
Usopp thinks how he can't beat Daddy, so he tosses down a smoke star and tries to run. However, Daddy shoots the gun out of his hand and Usopp falls to the ground. The crowd disperses, disappointed, and Usopp asks to have his life spared by Daddy. Daddy points his gun at Usopp, but Nami steps in the way. Daddy tells Usopp not to hide behind women, and Usopp pushes Nami aside, saying that if he is going to get shot she should not be involved. Daddy then asks if Usopp knows anyone named Yasopp, to which Usopp replies that it is his father's name. Daddy then decides to tell a story to Usopp that he hasn't told to anyone else. A flashback begins, showing Daddy in a duel with Yasopp, and after ten paces they fire at each other. Daddy falls, and so the Red Hair Pirates call to Yasopp to finish him off. Daddy agrees, since he lost, but Yasopp sees the pendant around Daddy's neck, seeing that he has a daughter. Yasopp sits down as Shanks passes a bottle of sake to him, and Yasopp explains that he left his own son, Usopp, back home when he was just a baby. Daddy asks if Yasopp loves his son or not, and Yasopp replies that he does, but the call to being a pirate just came. Yasopp then explains that as a Marine, one must kill the pirate they have captured, but pirates have a choice. He thanks Shanks for staying quiet for the duel, and so the Red Hair Pirates head off, leaving Daddy behind.
After hearing the story, Usopp begins to cry, thinking of himself as a coward and not being worthy of hearing a story that most others would hide. He wants to face Daddy in a duel again, and that he will put his life on the line. Daddy tells Usopp to use his own weapon to fire at a rotating fish sign far away in the distance. He points a gun at Usopp's head, and if Usopp misses, he will be shot. Usopp takes careful aim with his slingshot and fires, and Carol cries, begging Daddy not to shoot since Usopp missed. Daddy says that Usopp didn't miss, and Nami checks with her telescope to find that Usopp shot the crown jewel on the sign. Carol gives the goggles to Usopp as a present, and so Daddy tells Usopp to go to the Grand Line, since Yasopp will be there. They say goodbye as Daddy and Carol head off together, and Usopp declares that soon he will become a brave warrior of the sea. Meanwhile, as Sanji is walking, someone tells him that she has been looking for him for ten years as the episode draws to a close.

This is the first fully filler (anime-only) episode of the series, and unlike the common perception of filler, is quite enjoyable and entertaining.
