Pre-intro
Lucci licks the blood off his claw after piercing Luffy. Subsequently, Luffy is thrown out of the building. Zoro attacks but is also powerless against the almighty Lucci. Lucci hits Zoro out of the building, where he falls into the roaring ocean.
The waves, receiving their strength from the coming Aqua Laguna, throw Zoro on the roof of a building. Recovering after a short moment, he starts to head back to Galley-La HQ.
Meanwhile, a familiar voice curses in the wind! ...Luffy!
Post-intro
Franky persists on telling Lucci that the blueprints were not here. For that, Lucci kicks one of the old wooden desks over. Before Franky assaulted him, Kalifa quickly restrains him with her thorned whip. Lucci continues to express his knowledge of the past which causes Franky to remember that dreadful time 8 years ago...
Water Seven was now a thriving city thanks to Puffing Tom. Tom's execution was to be decided in just 3 days. The citizens were sure that Tom would be fine.
Tom and Iceburg were working until a group of men approached them. Spandam, supervisor of Cipher Pol 5 came to talk to Tom. Before he could say any more than a few words, something explodes on his back. Franky appears, apologizes, but is thrilled that his Battle Franky 36 was able to finally take down a sea king. Iceburg sees this as a dangerous habit, leaving his previous battleships around the scrapyard. Franky attempts to defend his ships once more, but Iceburg continues to stress that the existence of those ships is extremely dangerous.
Spandam returns and talks to Tom alone. Seeking a certain blueprint from Tom, Spandam tries to get any information out of Tom who finds the talk nothing but something to laugh about. Spandam gets nothing and is kicked out.
At a local bar, Spandam gets information about Tom's situation and finds out that Tom was pardoned for his crime. He remembers the time when he reported to the Gorousei. He vowed that the government will acquire the ancient weapon and stop the pirate era once and for all! Walking down the street, Spandam accidentally gets a bucket of paint to fall on him, slips on the mess, and falls into the water.
Tom opens a cabinet to retreive a blueprint. He calls Iceburg and Franky to give them something very important. Both of them couldn't believe what the blueprints contained. It was the blueprint to the greatest monster and the government were already moving to claim it. It was too dangerous for Tom to hold it any longer. If something like that were to be built, the world would be destroyed. If it got too dangerous, they were allowed to do away with it. There was one thing that worried Tom; he shows the boys a wanted poster of a young girl named Nico Robin.
Three days later, Franky goes out to do some shopping while Kokoro woke Tom and Iceburg up for the trial. The judge arrives and expresses his appreciation for the sea train. There was no doubt that Tom would be not be executed. Staring at the ship while the people waited for Tom's arrival, Franky smiles as he listens to the good words of the townspeople.
...All of a sudden a cannonball attacks the judicial ship. The ship was being attacked! But by what? Franky looked far across the ocean and spots his precious Battle Frankies..! People were getting hurt by the second and Franky was too frozen to do anything. At home, Iceburg notifies Tom of the happenings in town. They know it wasn't Franky, so it could only be pirates... or the government. They go to stop the destruction from getting worse!
Franky runs and is determined to find out who was using his Battle Frankies to attack Water Seven. It was all going according to Spandam's plan. His men quickly abandon ship before Tom and Iceburg arrive. As the two investigate the motionless Battle Frankies, two more attack from behind. Franky arrives at the scene only to see his burning Battle Franky and Iceburg and Tom severely injured. Barely able to stand, Iceburg angrily knocks Franky down. So many times he told him, but Franky wouldn't listen... all three of them would now suffer the consequences that were to come by their way. Worst of all, Tom had a harpoon pierced through his chest. Iceburg, with tears streaming down his face, tells Franky that if Tom was going to be taken away in his state, he would never, ever forgive him!
